( Source: Daily Caller ) The White House is moving to dissolve the Office of Personnel Management (OPM) and reorganize the agency’s responsibilities into three existing departments in order to “drive what is needed to support the mission in all of government.”

“When we really look at the need for government overall, and we looked at the [OPM’s] design to support those needs, there was a fundamental structural misalignment between the challenges of today around our workforce and what OPM was conditioned to do,” Margaret Weichert, deputy director for management at the Office of Management and Budget and acting OPM director, told The Daily Caller News Foundation on Thursday.

The agency was formed in 1979 and tasked with managing the government’s civilian workforce, which includes healthcare, insurance and retirement benefits, as well as oversight and human resources policies for federal employees.

President Donald Trump’s administration is planning to dismantle OPM, beginning in fall 2019, and divide its functions among three separate departments: Department of Defense (DOD), General Services Administration (GSA) and Office of Management and Budget (OMB).

The OPM is responsible for managing the majority of government security clearances. The restructuring would have the DOD oversee the massive background investigation operation. And GSA could soon take over OPM’s current human resources obligations, according to The Washington Post.

OMB would head the high-level policies that govern federal employees, but only three people from OPM are expected to transfer over to the executive office, a senior administration official explained to TheDCNF. However, those three individuals would be assigned new roles in the department.

“The mission of this agency is incredibly important and in the president’s management agenda there are three priorities for transforming government for the 21st century,” Weichert told TheDCNF. Those being “IT modernization, data accountability and transparency.”

“In the 21st century, mobility, agility, the need to re-skill people to do the jobs of today, these are all things that are not able to be done by OPM because it’s dealing with this legacy infrastructure, a legacy funding model,” she continued. “That’s the primary reason strategically this is the marquee reorganization that is needed.”

The White House does not foresee the reorganization laying off any federal workers, but the workforce is estimated to decrease through retirements and unfilled vacancies, reported The Post.

“Our goal isn’t specifically to reduce head count,” Weichert said. “But we do think there are a lot of efficiencies to be had.”

“We have space utilization opportunities that we think are important,” she continued. “At the end of the day our goal is to re-skill the employees we have, automate some of the lower value added components of their work so that they can actually do more with fewer people.”

The senior administration official also told TheDCNF that the plan is anticipated to save taxpayer dollars, but the exact cost savings is not yet known.

Current OPM employees were advised of the changes in March 2019, and Trump is expected to make an official announcement by this summer.

If the Trump administration is able to dismantle the OPM, it will be the first major federal agency to be eliminated since World War II.

      Congress could easily do just that by eliminating the Federal Income Tax and moving to either a flat tax on all gods and services or a National Sales Tax on all gods and services. No need for processing and audits, no need for the IRS. Of course, you know the worthless Congress could never agree on such a major decision like that.

      Wow, you obviously never worked for the Federal government. When it comes time to get your paperwork organized for retirement, OPM was very good. Delegating to another agency not qualified to do this will slow the show. One of the few times I highly disagree with the president.

      You are absolutely, Rae. This sounds like someone in government is using sound logic in this change and no one’s job will be eliminated. Mitch McConnell needs to do a little reorganization in the Senate rules, too. Things could run smoother in many of the departments and I am sure it is being looked into.

      ….like SES members, the Real Shadow Government….all Bush/Obama holdovers. I believe OPM would have oversight of these members. Maybe this can get rid of them?

    The more Dept that can be eliminated the better. Do major cut out of the many unjust funding programs & slush funds but still release the sex harassment fund list of all names how much paid out & why. Cut most of countries being funded. These are just money landry for the leaders their gov & our gov. End the waste.

    Moving key tasks to DOD and GSA is like taking a plunge into the abyss. Both Agencies are poorly managed, overstaffed with bureaucratic paper pushers, many not loyal to the Trump Administration. The President should have done a thorough housecleaning at both Agencies, along with others, streamlined operations and retired many of the highly paid staff members. For a Corporate hot shot, sometimes the President cannot seem to manage a piss ant around the toilet bowl. By the way, I have been a Donald Trump supporter since Day One of his campaign. He just needs some good help to clean up the shit hole in Washington D.C.

    Should start eliminating the agencies that are totally corrupt, and are doing nothing for the American people except sucking money away from them. We could start with homeland security that was created by Bush. The agencies were on the surface created for the American people but in reality they were created to protect the leads from us as has been seen going on for the last two presidents minus Trump

    I would love to see the elimination of every one of the SES positions littering the Federal Government. I am not quite sure why we have such things as Bureau of Indian Affairs, a State management issue as just one unconstitutional example. Oh by the way, I am a Tribal member.

      Good Idea Big Montana! Historically and Currently the Native Tribes have been quite capable of “Managing” thenselves! However I have fornd their records invaluable in tracing My Husbands Native Heritage.

    Trump is a genius….I thought reducing the pay of SES members (the real Shadow Government) to $100 a week would make them just Quit (most are Bush/Obama holdovers), but this will work just as well. Get rid of the Agency that supposedly has “oversight” of them!

    I am under OPM, due to me retiring from the Post Office. I did 14 yrs with the Post Office and 11years with Air Force. I hope it goes over smoothly. OPM has always done a very good for me.
